Yes: for example, we regard the various parts of expl3 itself as
different modules (tl, cs, ...).

As previously discussed, the information needs to come in to the team
and we add things to the list. So ideally to
latex-team@latex-project.org, but if a registration comes in direct to
me I'll still add it!
