I think this is the best option. I wouldn't want to open up the LaTeX  
repository at such an early stage.

Using a completely external repository that has no impact on the LaTeX  
team's work, I think, mitigates any concerns about "diluting" the main  
project, while also giving Arno the benefit of being able to work  
collaboratively with at least one other person.

If there are no other concerns, then -- i.e., speak up now :) -- I'll  
start up a repository over at GitHub containing a copy of l3doc called  
"l3doc-dev". It will be a public repository, so I'll add big signs  
saying that this is an offshoot of some LaTeX3 code with links to the  
latex-project site for access to the official main code.

When things start working, I'll merge the changes back to the main code.
