Frank explained a bit about what this is but forgot to mention that you  
can access the experimental code by following the instructions at  
<http://www.latex-project.org/code.html>. Quite a lot has happened to some  
areas comparing to the code included in TeX Live - for example the expl3  
code has tripled in size. In December 2006 we released a snapshot of expl3  
and xbase and put it on ctan but unfortunately this didn't make it into  
the most recent TeX Live. The next TeX Live version will have newer  
editions of all previously released experimental code.
