I don't know about a french translation of the = TeXbook, but I agree with
Markus as the dtx file is actually part of the = package and not just
documentation. After all, I don't think that files = tex.web, mf.web
woulbe be the same with = french/german/greek/spanish/whatever
translation of the original text...
