Who will decide? It depends, how well the encoding is worked out according to LaTeX and TeX standards. There is a less known restriction on upper/lowercase tables in TeX, only the last one active in a paragraph is ever used. For this reason, the upper/lowercase table of the encoding to be registered must be as similar as possible to the T1 table for a T$n$ encoding. Well worked out also means a draft for a TNenc.def file. The LaTeX team finally decides, to reach the whole team the bug-report mechanism is the right way. There should be a clear resposibilty for registering an encoding assigned to the original author of the package, who can change it, if necessary. Third party registrations are imho a bad thing\textrademark. --J"org Knappen
