In general, up to now, people haven't been able to. Following David's `alarm bell', I haven't installed the fonts, and the .tar.gz file hasn't been readable (except by the CTAN group here) on our /incoming. I've therefore changed the protection of ftp://ftp.tex.ac.uk/incoming/vncmr-2.0.tar.gz I've also exploded the texinputs subdirectory from the tar file so people can browse the files: ftp://ftp.tex.ac.uk/incoming/vncmr-2.0/texinput/ Heop this helps...
