IMHO a beta version must > not be modified by adding new features, otherwise a new beta test would > be required and final version will not be released as planned. as David pointed out it shouldn't be difficult to provide a package that implements \@startsection and \secdef so that they support *[][]{} instead of just *[]{} so off you go, i'm interested in seeing the results. But Bernard is right: it is not the time for new features to the kernel system. the interface to LaTeX2e is finished and will not change further. frank
