i'll save frank the trouble of responding to this.

in tugboat 13 #4, there was in introductory article entitled
"volunteer work for the latex3 project" which listed a number of
areas in which assistance, mostly by research into various areas
and writing up the results, would contribute to the progress of
the latex3 project.  all the task areas have since been given "vt"
("volunteer task") numbers.  one of the areas, "research on
typographic conventions and requirements in multilingual environments",
now identified as "vt15", has been taken on by bernard gaulle, and
a significant body of documentation has been developed.

attached are some excerpts from the header of one of these papers
that explain how to get more information.
