It has been tried in the past a few times to propose a standard numbering for languages, but is not necessary and besides, there are more then 256 languages, so it is impossible (at least for the current version of TeX). Currently the TUG Working Group on Multiple Language Coordination (TWG-MLC) is working with the babel system as a base to work from. If one uses babel you only need to agree on the names of the languages, not on the hyphenation bin in which the patterns for that language are stored. The ideas behind babel will also be used in LaTeX3. The LaTeX3 project is working closely together with TWG-MLC on this subject.
