Dean,

it is the right place to change preloads but it is not the right
place to change the default encodings.

Ther is *NO* right place to change the default encoding.

To keep documents portable it is essential to start off with the same
encoding on every installation.

I know that this means an extra burdom, eg one has to say

\usepackage{t1enc}

but if you modifiy defaults of that kind inthe format you end up with the
same situation we had in 209 where nobody did know what a document was written
for in the end: for 209, for 209 + nfss1 for 209 + nfss+ newlfont, amslatex
.....

please.

this is like compiling german into the format i use. I don't do such a thing
and it helps a lot to make any document i produce processable on any
other site.

it might look as if OT1/T1 are not so much of a problem. they are!
and it becomes wose and worse if you think of encodings for other
languages.

ps [ if there would be a right place it would be in fontdef.cfg
     but if you read the companying dtx you will find the above
     arguments as well ]
