This is something that I've disliked about many of the distributed times.sty type options. times.sty should set up the *Times* family, not Helvetica & Courier. If I want helvetica, I'll put helvetica in my style options. If I want to put a different \tt or \sf font in the order of the style options affects the result, which is bad, because they are logically orthogonal. If I want to keep cmtt and cmss, I also have to stick commands in the preamble or another style file to revert to them. Font styles should define the font family that they are named for (and maybe set the defaults for sf/tt/rm and bf) , and no more. If I want a style with Times, Courier and Helvetica, I can create a style file, say "yeuch.sty", and put \input commands in it.
