I think we must seperate between the use and the administration of TeX and LaTeX. For a normal user a prefix like nf is just confusing. It's just another point for increasing errors by updating documents from LaTeX 2.09 to LaTeX 2e. From his/her view things like incompatible style files must be handled by the program. This must be the aim in our discussion. From this point of view it doesn't matter if there will be a prefix or an extention or something else. The program just have to know which style name (like 'times') in the source maps to which file name (like 'times.s2e' or 'nftimes.sty' or 'times.nf2'). Relating to such a map I think we get the common sense by using an extention. Most operation systems can handle such an extention (like '.s2e' or '.nf2'). But with a prefix some file names will become very cryptical on os like DOS.
