I'm sure you will also take into consideration the very sophisticated multilingual stuff which has been put into makeindex 3. I hope that BibTeX and Makeindex will use the same system for defining sort order, etc. Perhaps they could read the same external table defining sort order, digraph/trigraph characters, etc. I see not much wrong with the makeindex system, and perhaps the code could be written straight into BibTeX?
