I'm currently discussing with Oren concepts and goals for an implementation of BibTeX based on the requirements written by Wonneberger/Mittelbach in TUB some time ago, papers by David Rhead, etc. Yours is a welcome addition and David Rhead has forwarded it to Oren and we will discuss it once we reach the language depending issues. Let me say for the moment that I consider the multilingual component of ltx3 and thus of BibTeX1 an integral part of the project and with therefore consider any propals in this direction with great care.
