Given TeX & LaTeX's cross-platform and device-independent fundamental nature, the need to produce identical output on all devices (to the obvious limit of that device's resolution) would certainly seem to be of overriding importance... The use of style files to modify the system's default behavior would, IM(H)O, seem to be the wisest approach.
