I'll be happy with whatever the designers of this section (-: of LaTeX3 come up with to make this possible in a reasonable way, but...: Wolfgang (and other people) try to prevent confusion between the old and a new section command by introducing uppercase letters in the command name. I agree that new commands should not behave differently from old commands with the same name. But using uppercase letters in command-names should be confined (IMHO) to infrequently used, or low-level commands.
