(I'm feeling like ELIZA :-) What kind of cross-refs what should be the input (ie what syntax) what should be the exact output, why necessary etc. I know that there is a lot more than to footnotes then the simple scheme that is implemented in latex209 but for example direct referencing of footnotes is even there possible.
