It may be renamed \pline. Similary, plain's \item, \eqalign a few = others should be available. I support the idea that plain's \line should be = available in ltx3.
It may be  renamed \pline. Similary, plain's = \item, \eqalign  a few others
should be available.
More generally, it shouldn't kill meaning of any = plain commands,
\centering, for example, shouldn't be  too much = different in plain and ltx3
