This is a very important feature. It is true that this command comes from AMSTeX, but, in my opinion, it should already be there in plain LaTeX, once that NFSS is loaded (which is necessary for \text to work). After all, there are a number of new commands in the NFSS. It was probably a bad idea to make it point to \mbox as a default, therefore my proposal to include the amstext option as a default. you're missing an important point:

With the amstext option, \text allows to write text at = any point in
any math formula, and it will come out it the correct = size. This is a
very important feature. It is true that this command = comes from
AMSTeX, but, in my opinion, it should already be = there in plain LaTeX,
once that NFSS is loaded (which is necessary for = \text to work).
After all, there are a number of new commands in the = NFSS.

It was probably a bad idea to make it point to \mbox = as a default,
therefore my proposal to include the amstext option = as a default.
