Okay, it could be a first step. Nelson Beebe points out that the commercial implementations lag behind. System managers of institutions all over the world could, in theory, refresh their TeX installation every now and again. I mean, the facilities are available: archives, ftp, email, ... Suppose we -- preferably someone else of course ;-) -- could develop a system as proposed, one that is safe (good point, Phil). Does this bring every TeX user up-to-date? No, it doesn't! This should be one of TUG's major concerns, but TUG excels in doing nothing. Okay, maybe LaTeX-L is not the right place to say this. But when LaTeX 3 is finished, how many years after that will individual users keep using LaTeX 2.09? No clever automagic update system is going to change that.
