Not sure about "numbered-within" items like equations and figures. The situation has yet to come up Other sectioning commands should work similarly Items like \tableofcontents and \thebibliography which currently use \something* to generate heads can use the low-level commands to get at the header alone. Things would make more sense in the style files this way as well. My use of \chapter* is to mark the prefatory sections of a document. The first non-starred chapter command switches to arabic numerals for pages.
