I see no need to make a functional changes before the completely new version 3.0. I would guess that the "average" LaTeX site is using a release that's two or three years old. If a version 2.10 were created, it would be available in a small minority of all LaTeX sites when version 3.0 is released. Such a version would do little other than add confusion.
