My first response was to: * find 4 history books that split foonotes in just the same way as LaTeX * tell him that there are plenty of publishing precedents for what LaTeX does * ask why he wasn't pleased that LaTeX follows publishing precedents. However, I've also found history books that don't seem to split footnotes (I assume by design rather than by chance). So I thought that it might be worth seeing if LaTeX could be persuaded to try leaving a couple of \baselineskips of white space either at the bottom of the page or before the footnotes rather than splitting a footnote. I tried changing \skip\footins 10pt plus 30pt minus 2pt in rep11.sty, but this doesn't seem to help when the split footnote is the only one on the page. It looks as though either \textheight would have to be a rubber length or a space, generally zero, would have to be added to the bottom of every text-column just in case it needs to stretch to avoid splitting a footnote or \footnote would have to be able to trigger a \clearpage. It might be worthwhile if something was done in LaTeX 3.0 to make this task easier (even if it's just a comment in the code somewhere saying "If you want a design that prefers having ragged-bottom above footnotes to having split footnotes, then ... ").
