As Barbara pointed out, Oren Patashnik is currently finishing
BibTeX. This means that we have to think about the relation between
LaTeX and BibTeX. At the moment the interaction is very simple:

There is \citation and \bibstyle and \bibdata in the aux file.

First of all, I think it is better when these commands are private,
i.e. have a @ in the name. But the main question is what sort of
comunnication is really necessary.  At the moment it is not possible
to have, for example, chapterwise  bibliography.
I would like to know if you think we should provide this (I do) and
if so how.

I hope that there will be some answers to this -- it pressing since
it might envolve changes to BibTeX.

One last thought: if we say that it is sufficent that a style using
chapter bibs must use the include mechanism I think a solution is
possible with the current BibTeX.
