I'd go one step further and add debugging code to LaTeX itself. Of course, this code has to be removed for the final product, but I think that internal consistency checks and additional debugging output are very helpful in discovering bugs. In his multicol style file Frank has implemented a rudimentary version of such a scheme: you can trace the action of the balancing routines, and you can have a horizontal rule on the typeset page, indicating where TeX exercises the output routine.
