Don Hosek made some very valuable comments on verification of LaTeX.
I'd go one step further and add debugging code to LaTeX itself.  Of
course, this code has to be removed for the final product, but I
think that internal consistency checks and additional debugging output
are very helpful in discovering bugs.  In his multicol style file
Frank has implemented a rudimentary version of such a scheme: you
can trace the action of the balancing routines, and you can have a
horizontal rule on the typeset page, indicating where TeX exercises
the output routine.
